On March 12, 2022, at approximately 12:38 a.m., a Missoula Police Department Officer was driving east on Howard Raser Avenue when she observed a vehicle in front of her. The driver of that vehicle activated his left turn signal and then turned it off.

The driver then made a right-hand turn without signaling. The officer followed the vehicle, which eventually turned into a gas station without using a turn signal. Police Public Information Officer Lydia Arnold explains.

“An officer was behind a vehicle and observed the vehicle being inconsistent with their turn signal, driving at a slow rate of speed, and other traffic violations,” Arnold said. “The officer conducted a traffic stop and made contact with the driver, Roy Todd. During the officer’s interaction with Todd, the officer observed indicators of impairment as well as indicators of drug use in plain sight within the vehicle.”

Todd’s eyes were bloodshot and he was slow to respond to any questions asked by the officer. Another officer observed part of a glass pipe commonly used to smoke methamphetamine on the passenger-side floorboard. The officer asked Todd to step out of the vehicle, and he complied.

“The officer conducted standardized field tests, which indicated the driver to be under what appeared to be drug impairment,” Arnold said. “Todd was transported to the Missoula County Detention Center where on Todd’s person, a large quantity of substance, which testes presumptive positive for methamphetamine, was located a seized.”

The officer completed a search incident to arrest and located a pipe with residue in Todd’s pocket. Todd also had a small baggie of meth on his person. The officer noted that Todd also had a medium-sized black bag in his jacket pocket.

Missoula County Detention Officers located a large quantity of methamphetamine inside the black bag. They also found more methamphetamine in Todd’s jacket. In total, the officer recovered 58.7 grams of methamphetamine from Todd.

Todd is currently being charged with felony criminal possession with intent to distribute and criminal possession of drug paraphernalia.
